Gregory Boulevard Road Diet: Oak Street to The Paseo

KCMO Public Works aims to create a safer, more inclusive city for everyone, whether in cars, on foot, or on bicycles. At the heart of these efforts is Vision Zero, the City’s ambitious program aimed at eliminating traffic-related deaths and serious injuries by 2030. Our second project under this initiative involved developing a road diet design on Gregory Blvd. between Oak St. and The Paseo, consisting of lane reductions and intersection improvements. DuBois Consultants provided civil engineering and design services for the road diet, intersection, and sidewalk improvements, as well as the development of a traffic study report.

40th & Monroe Sewer Separation

KC Water is working to separate approximately 220 acres of the City’s combined sewer system and eliminate select outfalls and/or diversion structures. During design, DuBois Consultants provided civil engineering services including utility coordination, sanitary and storm sewer design, and water main relocation. Our team designed a total of 5,020 LF of the water main replacement which aimed to replace break-prone and obsolete water mains that conflicted with the proposed storm sewer system. Currently, we are providing construction phase engineering services. Our lead civil inspector is on site daily to observe the construction process.

Historic Satchel Paige Home Redevelopment

The former home of Leroy “Satchel” Paige is planned to undergo a comprehensive restoration and renovation, transforming into a community center for diversity, equity, & inclusion. Beyond restoring the home to its original state, the home will be redeveloped to include spaces devoted to public exhibits of the Paige Story, a coffee shop/retail enterprise, a catering kitchen, meeting/teaching spaces, and more. DuBois Consultants provided civil design services on the project, including a storm study, site plan, and design of retaining walls, screen walls, signs, sidewalks, and a curb improvement plan. While design has been completed, the project is currently on hold. The project is located at 2626 E. 28th St.

Kansas City Public Schools On-Call Owner’s Advisory

In 2025, Kansas City Public Schools approved a $474 million bond measure aimed at transforming learning environments and addressing long-standing infrastructure needs across the district, an investment that will support major upgrades. DuBois Consultants has been contracted to provide on-call owner’s advisory services as work progresses.


For our first on-call task, DuBois Consultants is providing owner’s advisory services for the civil work at the Martin Luther King Jr. Empowerment Campus. Located at 42nd Street and Indiana Avenue, the campus is being developed on the site of the former Mary Harmon Weeks Elementary School, which closed in 2012. Our team is currently performing field reporting services, including the observation and documentation of construction activities related to civil engineering work.

Dry Weather Sewer Relief: Outfall 055

KC Water Services set out to reduce the combined sewer overflow within the Lower Blue River Basin by implementing a new Outfall 055 relief sewer. DuBois Consultants served as the Engineer-of-Record and worked on the project from design through construction phases. Our civil engineering scope of conceptual design alternatives evaluation, preliminary and final design, and on-site Resident Project Representative presence during the construction phase.

Todd Creek Wastewater Treatment Plant Facility Plan

The existing Todd Creek Wastewater Treatment Facility is being upgraded to treat 8.7 MGD to meet projected demands in the year 2050. The influent pump station, splitter, and grit removal systems are being upgraded to meet current MDNR standards, and a SCADA system is included in the facility plan. DuBois Consultants is providing civil and structural engineering and design services that encompass all site grading, stormwater, and water infrastructure. Our civil team developed the Erosion and Stormwater Pollution Prevention Plans, and our structural team designed the influent pumping station vault, effluent meter, and aeration structures. Upon completion of the final design, the project was relocated to a new site. DuBois Consultants is currently working on the redesign process of the facility plan to tailor it to the new location.

Gillham Rd. Cycle Track to Trolley Track Trail Connector

KCMO Public Works aims to create a safer, more inclusive city for everyone, whether in cars, on foot, or on bicycles. At the heart of these efforts is Vision Zero, the City’s ambitious program aimed at eliminating traffic-related deaths and serious injuries by 2030. Our first project under this initiative involved connecting the Gillham Rd Cycle Track to the Trolley Track Trail, resulting in a 10.5-mile continuous protected facility. This connection not only provides a safe route for cyclists but also improves access to jobs, neighborhoods, transit lines, schools, and more. DuBois Consultants took the lead on this project, providing preliminary designs for roadway improvements at three intersections. Our team’s work also included traffic analysis, traffic signals, and the design of pavement markings, sidewalks, and signage to enhance safety and usability.

Mattie Rhodes Cultural Center

Founded in 1999, the Mattie Rhodes Art Gallery serves as a place for both established and new Latino artists to promote their pieces, and a space for the Kansas City area to engage with the Latino culture through art. In 2018, the owners sought to create a new space, the Mattie Rhodes Cultural Center, which would carry on the same mission. DuBois Consultants provided civil engineering services on the project, which consisted of site development, existing condition assessment, demolition plan, site plan, grading, stormwater & erosion control, utility plan, ADA details, and construction administration services. The center is located at 1701 Jarboe St.

Water Main Replacement: E. 50th Ter. to Swope Pkwy.

This project was a part of KCMO Water Services Department’s SLBE water main replacement projects in fiscal year 2022 and consisted of replacing break-prone or out-of-date water mains and providing other distribution system improvements in the area of E. 50th Ter. to Swope Pkwy, E. 55th St. to The Paseo. DuBois Consultants’ civil design team scope for the water main replacement included project administration, preliminary field and record investigations, property surveys, pipeline route surveys, preliminary and final design, and preparation of construction drawings for bidding. The design included 9,952 LF of 6- and 8-inch water mains.

Owner’s Advisor for Wichita BNR Program

The City of Wichita, Kansas, operates five wastewater treatment facilities known as Plants 1 through 5. Plants 1, 2, and 5 are connected to one another and are the focus of the biological nutrient removal (BNR) improvements. DuBois Consultants’ scope of service was specific to conducting quality assurance/quality control (QAQC) reviews at milestone submittal stages within the project design schedule. Specific tasks included: review of civil engineering design drawing, specifications, and cost estimates; QAQC reviews of civil site plans/details, dimensional plans, grading plans, erosion control plans, utility plans, and detail sheets; QAQC reviews specific to physical tie-ins for incoming interceptors, force mains, and outfalls, discharges to sanitary sewer, stormwater, and roadway access.

Taxiway D and A-1 Extension - Colonel James Jabara Airport

The Wichita Airport Authority aimed to enhance operations at Colonel James Jabara Airport in Wichita, KS, by undertaking several key improvements. These included extending Taxiway A-1 and constructing a new apron to support a hangar complex south of the Wichita State University Tech campus. In addition, the project involved the construction of Taxiway D and a comprehensive study of an undeveloped area, Parcel 5, with a focus on utilities and drainage infrastructure. DuBois Consultants was engaged as a subconsultant to deliver civil engineering and design services for the project. Our scope included the development of both preliminary and final designs for erosion control plans for Taxiway D and Taxiway A-1, ensuring compliance with environmental standards and optimizing the long-term performance of these critical airport infrastructure elements.

Martin Luther King Jr. Park

Since 1978, the Martin Luther King Jr. Square Park on the East side of Troost has served as an underdeveloped memorial to a great man whose main use was by politicians as an illustration of the inequities of government spending. In 2020, Kansas City Chiefs quarterback, Patrick Mahomes, and his wife, Brittany Matthews, decided to donate a “destination park” to the city’s children. They selected this location to develop and build an inclusive playground that would attract children from all over the Kansas City area. DuBois Consultants provided civil engineering & design services on the project, including the design of the grading, stormwater management, and ADA sidewalks and parking.

Fishing River Wastewater Treatment Plant Expansion

In 2011, the Fishing River Wastewater Treatment Plant in Kansas City, MO was expanded. The previous plant was a 1.0 MGD extended aeration, factory prefabricated treatment plant. The DuBois Consultants civil and structural design teams’ scope on the WWTP expansion to 2.0 MGD included site development, utility design, stormwater detention and retention, grading, drainage, an access road, and the structural design of the grit building influent pumping station, ultraviolet treatment building, and Blower Building. We also provided the design of several underground structures, such as the influent pumping station valve vault, ultraviolet channel, aeration basin, aeration basin splitter box, final clarifier splitter box, effluent, lagoon and biofilter.

This project was a part of KCMO Water Services Department’s large water main replacement projects in fiscal year 2022 and consisted of replacing break-prone or out-of-date water mains and providing other distribution system improvements in the area of Scarritt Ave. to Crystal Ave, E. 18th St. to Denver Ave. DuBois Consultants provided the prime firm with Envision support, the erosion and sedimentation report, registration numbers, and the Stormwater Pollution Prevention Plan (SWPPP).

Cliff Drive Scenic Byway

Cliff Drive, Missouri’s first urban scenic byway, is situated in the Historic Northeast area of Kansas City. In 2015, DuBois Consultants led a team that delivered civil, structural, and landscape architectural design for the project. The project encompassed six improvement locations, along with the addition of bike lane signage along the route. Several of these areas were made ADA accessible to improve access for all residents and citizens. Our team provided civil design services for site grading, pavement design for trails, and structural design for retaining walls and steps. Trail enhancements involved designing intersections with roadways, trail heads, pathways, retaining walls, and signage.
